Here is the Disaster Recovery Personal Protection Act of 2006, introduced by then Representative Bobby Jindal. It forbids the government to impound weapons in the wake of a national emergency. The theory apparently is that when people are disoriented and distressed, when their normal inhibitions are distracted and diverted, when food, shelter, and electricity are in short supply, when tempers are short and fears run hot … you want to be sure that at least they are well-armed!
