The man suspected of shooting Rep. Gabrielle Giffords and 18 others is not competent to stand trial, a judge has found. The court heard testimony from a psychologist and psychiatrist, both of whom said Jared Loughner was unable to understand proceedings or assist his lawyers. Loughner, who doctors say is schizophrenic, is charged with 49 federal charges in the January 8 event that killed six and injured 13. The decision came not long after Loughner was escorted from the Phoenix courtroom after acting strangely, lowering his head and mumbling loudly but inaudibly.
