House GOP leaders will allow a vote on a "cut, cap, and balance" plan in an attempt to end the debt-ceiling debate. The announcement was made early Friday morning in a Republican-only meeting, and rallied many rank-and-file conservatives. The popular GOP plan to cut spending, balance the budget, and put a cap on federal spending has a slim chance of passing in the Democrat-dominated Senate. House Speaker John Boehner and other representatives such as Tim Scott of South Carolina showed much enthusiam in a room without opposition. "They've been unwilling to put a real plan on the table," Boehner told reporters after the meeting, adding, "Without serious spending cuts, this problem is not going to be solved." Even if the vote doesn't make it to law, the "offense" strategy has lifted party spirits.
