President Obama will give a speech Thursday to address his administration’s decision not to close the military prison at Guantánamo Bay as well as other key counterterrorism policies of his second term, a White House official said Saturday. The speech, at the National Defense University, will also discuss the legal framework for the nation’s counterterrorism policies, including leaving Guantánamo Bay open as well as the controversial drone strikes abroad. Obama was supposed to deliver the speech earlier this month, but it was put off amid a series of hunger strikes at Guantánamo. In 2009, the president delivered a speech at the National Archives arguing that national security does not have to conflict with human rights and the rule of law. Should be interesting to compare the two.
