Baltimore Police Commissioner Anthony Batts said a citywide curfew largely held Tuesday night, despite scattered pockets of clashes with crowds after the emergency measure took effect at 10 p.m. Police arrested 10 people during the unrest, mostly for curfew violations, Batts said. “The biggest thing is that citizens are safe. The city is stable. We hope to maintain it that way,” he said. A group of three to four juveniles were arrested after rocks were thrown at officers, injuring one. Police deployed pepper balls at a crowd on the city's northwest side after a fire was started near a library. Batts said authorities had attempted to use smoke, but the wind was blowing it back on officers. The Maryland National Guard was deployed overnight to secure the area.
