A judge in Cleveland has found probable cause that police officer Timothy Loehmann should face murder charges for shooting and killing 12-year-old Tamir Rice. In an opinion released Thursday, Judge Ronald B. Adrine asked the Cuyahoga County prosecutor to arrest and charge Loehman and Frank Garmback on several charges including second-degree murder for Loehman, negligent homicide for Garmback, and dereliction of duty for both men. Neither Loehmann or Garmback have been charged though, as that's up to the Cuyahoga prosecutor, who will submit evidence to a grand jury. A rare Ohio law allows any resident with knowledge of the facts of a case to begin criminal prosecution by turning to a judge.
