The International Criminal Court’s chief prosecutor said in a new report that the CIA, along with U.S. armed forces, may have committed war crimes against detainees in Afghanistan. “Members of U.S. armed forces appear to have subjected at least 61 detained persons to torture, cruel treatment, outrages upon personal dignity on the territory of Afghanistan between 1 May 2003 and 31 December 2014,” according to the report. It states CIA operatives may have also subjected more than 27 detainees in Poland, Romania, Lithuania, and Afghanistan to “torture, cruel treatment, outrages upon personal dignity and/or rape” between 2002 and 2008. Investigators have not yet determined whether a full-scale investigation will be carried out in Afghanistan. “The United States is deeply committed to complying with the law of war, and we have a robust national system of investigation and accountability that more than meets international standards,” said State Department spokesman Elizabeth Trudeau, adding that the U.S. does not believe an ICC investigation is “warranted or appropriate.”
