In a dire prediction on Sunday, the head of the Federal Emergency Management Agency (FEMA) said he is planning for a years-long effort to rebuild the disaster-stricken areas of Texas after Hurricane Harvey. “FEMA is going to be there for years,” Brock Long, the FEMA administrator, said on CNN’s State of the Union, adding: “This disaster is going to be a landmark event. ... We’re setting up and gearing up for the next couple years.” The city of Houston alone was drenched with more than 20 inches of rain overnight, resulting in at least five confirmed fatalities so far. “This is a storm that the United States has not seen yet,” Long said.
