Harvey Makes Second Landfall as Death Toll Climbs

While Houston began to get some relief from Harvey on Wednesday, the storm moved on to submerge several smaller Texas cities before heading for Louisiana. Orange, Port Arthur, and Beaumont were hit with at least two feet of rain since Harvey first made landfall. Port Arthur Mayor Derrick Freeman took to Facebook to reassure trapped residents that rescue crews were on the way, saying the “whole city is underwater right now.” A shelter for flood victims also reportedly flooded, and weather forecasters warned residents the storm may also cause tornadoes. Harvey, which blew through eastern Texas as a Category 4 hurricane last Friday, was downgraded to a tropical depression late Wednesday. It was expected to make its way through Louisiana late Wednesday and into Thursday. Authorities say at least 38 people have been confirmed dead as a result of the storm, according to The New York Times. That number is expected to rise.
