Tropical storm Harvey dropped 51.88 inches of rain in Cedar Bayou, Texas, a new continental United States record, National Weather Service officials announced Tuesday. Houston and surrounding areas are experiencing severe, unprecedented flooding as a result of the storm’s four-day presence. Though rainfall as slowed since the storm first made landfall, two dams and a levee began overflowing on Tuesday, adding to the rising flood waters. Harvey is expected to make its second landfall Wednesday morning, possibly in southwestern Louisiana.
