More than 13,000 people have been rescued in the Houston area after Hurricane Harvey caused historic flooding in the city, according to local and federal officials. The Houston Police Department alone rescued more than 4,000 people, while the fire department saved 3,000. The storm, which made landfall as a Category 4 hurricane, set a new continental U.S. record for rainfall totals.
