North Korea’s new intercontinental ballistic missile can carry a large nuclear warhead, according to the Hermit Kingdom’s state-run news agency KCNA. Experts say the weapon—tested Tuesday—can reach Alaska and parts of the mainland United States, leading the U.S. to call for further action and the United Nations to convene an emergency session Wednesday. KCNA reported North Korean leader Kim Jong Un said the test has now completed his country’s strategic-weapons project. Meanwhile, the top U.S. commander in South Korea told reporters Wednesday that only “self-restraint” is holding back a bigger U.S. response. “Self-restraint, which is a choice, is all that separates armistice and war,” warned Gen. Vincent Brooks, referring to the cease-fire that halted the Korean War in 1953. “As this alliance missile live-fire shows, we are able to change our choice when so ordered by our alliance national leaders.... It would be a grave mistake for anyone to believe anything to the contrary.”
