Baltimore Police Secretly Tracked Phones

The Baltimore Police Department used secret phone-tracking technology and followed FBI instructions to not disclose the practice to prosecutors or judges, a detective said in court testimony Wednesday. The police department used the cell site simulator known as Stingray, which mimics a cellphone tower to force phones to connect, to track 4,300 phones since 2007. Det. Emmanuel Cabreja, who was part of a group known as the Advanced Technical Team, revealed that authorities also used a nondisclosure agreement to instruct prosecutors to drop cases that revealed the technology and to contact the FBI if legislators or judges probed them further.
