Britain has said Russian President Vladimir Putin has the “ultimate” responsibility for a nerve-agent attack in the British town of Salisbury that targeted a former Russian double-agent and led to the inadvertent poisoning death of another woman. Asked if Putin had responsibility, British Security Minister Ben Wallace told the BBC: “Ultimately he does… I don’t think anyone can ever say that Mr. Putin isn’t in control of his state.... And the GRU is without doubt not rogue. It is led and linked to both the senior members of the Russian general staff and the defense minister, and through that into the Kremlin and the president’s office.”
