Captain, Crew of Migrant Boat Arrested

800 people are dead.

Two survivors of a boat that capsized off the coast of Libya en route to Italy were arrested, and are said to be the captain and a crewman of the vessel. The two, a Tunisian and a Syrian, were charged with human trafficking. Only 28 survivors have been found, and the UN has announced that 800 people died in the disaster on Sunday. The European Union convened on Monday to develop a 10-point plan that addresses migrant smuggling.
