Venezuelan President Hugo Chávez arrived in Cuba Sunday to receive a second round of treatment for cancer. Shortly before departing, Chávez delegated powers to make "some decisions that until now were mine" to the country's vice president and finance minister, including managing the country's budget. His opponents had been pressuring him to disperse some of his responsibilities throughout his cabinet before going to Cuba. Chávez, 56, claims that no more malignant cancer cells had been discovered after his first treatment.
