Haitian Prime Minister Evans Paul announced the cancellation of Carnival and three days of national mourning Tuesday after 16 people were killed and 78 injured during a parade-float accident. A hip-hop artist known as Fantom struck a power line while atop a float and sparked a stampede by spectators, officials say. The government canceled the final day of three-day fête and said Carnival organizers would hold a silent parade to mourn the dead. Fantom, who is part of the band Barikad Crew, was in stable but serious condition at a hospital, according to his friend. President Michel Martelly tweeted a message expressing his “sincerest sympathies” while first lady Sophia Martelly visited those injured.
