Director of National Intelligence James Clapper said Thursday that China is the “leading suspect” behind the hack of millions of personnel records from the federal government. “You have to kind of salute the Chinese for what they did,” given the difficulty of the intrusion, Clapper said while speaking at a Washington intelligence conference. Until now, the administration has not attributed the hack directly to China. China has denied any part in the breach.
