Cleveland has reached a settlement with the Justice Department in a case addressing a long pattern of unconstitutional policing and use of excessive force. The settlement, which could be announced Tuesday, comes in the wake of a recent acquittal of an officer who leapt onto the hood of a car and fired repeatedly at an African-American couple. While the details of the settlement aren't entirely known at this time, other cases of this kind have prompted the implementation of independent monitors to observe police departments as well as improved training and revision of force tactics. Federal authorities announced they would also be investigating the police department in Baltimore after the death of Freddie Gray.
