Both houses of the South Carolina legislature voted Tuesday to allow a debate over the Confederate flag's placement on statehouse grounds to begin this summer. Moments after the Senate adjourned, Republican Larry Martin confirmed that the flag will be flying when Clementa Pinckney is lying in state in the lobby Wednesday. "There was no helping that; we will act with as much dispatch as we can," Martin told The Daily Beast, adding, "We're good, but we're not that good."
