A grand jury in Waller County, Texas, issued an indictment for Brian Encinia, the state trooper who arrested Sanda Bland last year before her death in jail. Encinia was indicted on a perjury charge related to the traffic stop that landed Bland in police custody. The 28-year-old woman was found three days later with a plastic bag tied around her neck in her jail cell.
