The death toll in the aftermath of massive flooding in West Virginia has risen to 23, state officials say. The victims include an 8-year-old boy who was brought away from his mother and sister by stron currents. According to the National Weather Service, as many as 8 to 10 inches of rain fell within a short span. Gov. Earl Ray Tomblin declared a state of emergency for much of the state and deployed the National Guard to help with search and rescue operations.
