The charges, 17 of which carry the possibility of life in prison or the death penalty, range from using weapons of mass destruction to murder. The indictment reveals the text of a note allegedly left by Dzhokhar in the boat where he was eventually captured: “The US Government is killing our innocent civilians. I can’t stand to see such evil go unpunished. We Muslims are one body, you hurt one, you hurt us all,” it reads.
