Waters have stopped rising and key levees held early Sunday in Minot, North Dakota, where a record-shattering flood has submerged much of the city's downtown. The Souris River has crested, some two feet below predictions, but still swallowing some 4,000 homes, hundreds of them up to their roofs. But the water level may have reached a climax, if the levees continue to withstand the flood.
