Suburban Prague remained under water on Tuesday while the city’s main flood defenses seemed to block it from the worst of the rising river as the heavy rains headed toward Germany. More than 10,000 were evacuated in Germany, and 11 people have already died from the floods in the Czech Republic, Austria, Poland, and Germany. On Monday German Chancellor Angela Merkel visited the hardest-hit regions, promising €100 million in aid. A state of emergency is still under way in the Czech Republic, although authorities were hopeful they had successfully avoided a repeat of the worst flooding of 2002, which killed 17 people.
