The family of graffiti artist Israel Hernandez-Llach filed a lawsuit on Tuesday against the city of Miami Beach, whose police officers allegedly shocked the 18-year-old so many times with a Taser that he eventually died. The suit, which alleges “unnecessary, excessive and unconstitutional force,” claims police officers “had no reasonable basis to fear for their own safety or the safety of the public.” A witness to the altercation between Hernandez-Llach and the police said that police officers were laughing and high-fiving while the teenager lay on the ground, immobilized.
