A federal grand jury began hearing evidence Wednesday in the case of Eric Garner, the unarmed black man who died in July 2014 after being tackled by police officers, famously uttering the words "I can't breathe" at least 11 times during the struggle. A video captured by a bystander showed Garner in the chokehold by Staten Island officer Daniel Pantaleo. The formation of a federal grand jury is a result of a civil rights investigation opened by the Justice Department after a New York grand jury declined to indict Pantaleo in 2014.
