In Syria, ‘Never Again’ Has Become ‘Never Mind’

In the 1990s, atrocities in the Balkans and Rwanda raised choruses, after the fact, of ‘never again.’ The again is now, in Ghouta, Syria, and nobody’s doing anything to stop it.
