At least four hostages, including slain American journalist James Foley, were waterboarded in the early part of their time being held captive in Syria by ISIS. “They knew exactly how it was done,” a person with direct knowledge of what happened to the hostages told The Washington Post. The CIA used the simulated drowning technique to interrogate suspected terrorists after the 9/11 attacks, which President Obama recently called torture.
