A spokesman for the government of the Central African Republic says that the country is in talks with Ugandan warlord Joseph Kony, working towards his surrender. The news comes as the African Union's special envoy says there are reports that Kony is suffering from a "serious, uncharacterized illness." Kony is wanted by the International Criminal Court for alleged war crimes, and the U.S. government has offered up to five million dollars for information resulting in his arrest.
