Secretary of State John Kerry announced Tuesday that he will not be returning to Jerusalem and Ramallah on Wednesday. The cancellation came less than two hours after Mahmoud Abbas announced that the Palestinian Authority had applied for membership to 15 United Nations institutions. During a press conference in Brussels, Kerry said it was “up to the parties” to proceed with the talks. "There is no agreement at this time," Kerry said. "There are a lot of possibilities.” He also said it was "premature to draw judgments from today's events, urging both sides to show restraint.”
