The city said the cargo ship Dali’s owner and operator were reckless in allowing an unseaworthy vessel to leave port.
The announcement that a body had been found underwater came hours after federal authorities said they’d launched a criminal investigation into the incident.
They claim the Francis Scott Key Bridge wasn’t brought down by any negligence or fault on their part.
Four other people remain missing and are presumed dead.
“We know what they want to say, but they don’t have the courage to say the n-word,” Baltimore Mayor Brandon Scott told MSNBC’s Joy Reid.
The NTSB aims to publicly share information from the device on Wednesday.
“At this point we do not believe that we’re going to find any of these individuals still alive,” Coast Guard Rear Admiral Shannon Gilreath said.
