The documents reportedly show Ross used a series of a offshore investments to hold a stake in Navigator, which has a significant partnership with the Russian gas company Sibur, which is part-owned by the husband of Vladimir Putin's daughter. Ross reportedly kept his stake in Navigator even after becoming Commerce Secretary.
