Alexian Lien, the man who was dragged from his SUV and beaten by a gang of motorcyclists in Manhattan last year, has filed a formal notice of claim against the city of New York, saying he intends to sue. A spokeswoman for New York City’s legal department said it would defend if the claim came to a full suit.
