A government inquiry found that Norway’s police could have better responded to the massacre orchestrated by Anders Behring Breivik on the island of Utøya last year. While the report doesn’t say that Breivik’s rampage could have been stopped, it says that authorities could have better tracked down the gunman. It does say, however, that the bombing of a government building may have been prevented if proper protocol was followed. Police were slowed because of faulty communication and transportation issues—an overloaded boat broke down on water. Breivik is an extreme-right fanatic who killed 77 in an effort to clamp down on liberals who he thought were letting Islam thrive.
