Norwegian police officers only fired their weapons twice in the last year, and didn’t hit anyone. Statistics released by the government show that in contrast, officers fired three times in 2013, hitting two people. The country of 5 million recorded the lowest number of police threats to use weapons in at least 12 years as well, at 42. One of the reasons why, according to The Washington Post, is simple: Police don’t typically carry guns.
