John Dowd, a former lawyer for President Donald Trump, floated the possibility of the president issuing pardons for Paul Manafort and Michael Flynn, two of his former top advisers who have been indicted by the special counsel, The New York Times reported Wednesday. Flynn has agreed to cooperate with Robert Mueller’s team, but the possibility of a pardon could have influenced Flynn’s decision. Flynn’s legal team was operating under a joint defense agreement with Trump’s team, while Manafort was not.
