The International Olympic Committee on Tuesday announced that it has banned Russia from the 2018 Winter Olympic Games for having manipulated the game’s anti-doping system. Individual athletes who test clean for performance-enhancing drugs, however, will be allowed to compete in the upcoming PyeongChang games as neutral individuals under the Olympic Flag. The IOC previously sanctioned the Russian Olympic Committee for its institutionalized doping system during the 2014 Sochi Olympics.
