A weakened typhoon is approaching the Philippines days after the year’s most powerful storm caused 540 deaths and nearly $200 million in damage. The storm, which first made landfall Tuesday, headed out to the South China Sea before changing course and heading back toward the Philippines. Eight hundred fifty people remain missing, and 1,000 were injured in the storm, which hit with winds higher than those that accompanied Hurricane Sandy. President Benigno Aquino declared a state of national calamity in areas ravaged by the typhoon.
