Edgar Tamayo Arias, 46, a Mexican citizen, was executed by the state of Texas on Wednesday night, despite objections from a former Texas governor, U.S. Secretary of State John Kerry, and Mexico itself. Arias was convicted in the killing of a Houston police officer in 1994. Tamayo’s lawyers argued he had been deprived of his rights as a foreign citizen as he was not informed he had a right to diplomatic assistance.
