Terence Crutcher, who was killed by Tulsa Police Officer Betty Shelby last month, was on PCP at the time of his death, according to a toxicology report. Shelby has been charged with first-degree manslaughter in the wake of Crutcher’s death. (Shelby is on paid administrative leave.) Crutcher was unarmed and did not have a weapon in his vehicle at the time he was shot, officials have said. Video of Crutcher’s shooting recorded by a police helicopter and a patrol car’s dashboard camera were released in the aftermath of his killing. “Time for a Taser,” an officer in the helicopter said. “That looks like a bad dude, too. Probably on something.” Shelby has said Crutcher was not complying with her demands and that he was behaving erratically at the time he was shot.
