In a small victory for gay rights in Africa, the president of Uganda says he will not sign a new anti-gay bill, “Unless I have got confirmation from scientists that this condition is not genetic, but a behavior that is acquired.” Yoweri Museveni first refused to sign the bill, which would impose lifetime prison sentences on homosexuals, earlier this month. Still, Museveni is far from an ally of the gay community. He said he would support a bill with life sentences for those who “promote, abate, recruit and support homosexuality” and that gay people are “abnormal.”
