Peace talks between Ukraine’s government and pro-Russian rebels that were supposed to take place Friday in Minsk, Belarus, have been called off. No reason has yet been given. The talks also included Russia and the Organization for Security and Co-operation in Europe. The topics that had been up for discussion included heavy weaponry, prisoner exchanges, and Ukraine’s economic blockade of rebel-held areas. The collapse of the proposed talks comes after reports that the ceasefire and peace deal framework negotiated in Minsk in September have not been fully observed.
