According to Ukranian rebel leaders, the eastern city of Donetsk is surrounded by Ukranian troops and the separatists are now willing to accept a ceasefire in order to prevent a humanitarian catastrophe. The so-called prime minister of the Donetsk separatists, Aleksandr Zakharchenko, issued the statement and has not yet been met with a response from the Ukranian government. Western forces and Kiev both have suspected previously that calls to allow Russia to send in humanitarian aid could just be a pretext for sneaking in Russian troops.
