The United Nations Security Council voted Saturday to send an additional 300 unarmed monitors to Syria to try to enforce the shaky ceasefire. The adopted resolution said that the U.N.-backed plans for a ceasefire have led to a truce that is “clearly incomplete.” Activists on the ground have said through the past week that troops loyal to President Bashar al-Assad continued to batter opposition forces, particularly in the city of Homs. In that beleaguered city, activists said that regime forces curtailed their violence and holed up in anticipation of the arrival of U.N. observers.
