One day after the U.N. agreed on a transition plan for peace in Syria, its High Commissioner for Human Rights accused both the regime and rebels of “serious” violations and warned that arms are flowing to both sides of the conflict. While 250 members of Syria’s opposition convened in Cairo to chart their own transition plan, rebels in Syria boycotted the meeting, calling it a “conspiracy” that will lead to military intervention, despite the U.N.’s insistence that “any further militarization of the conflict must be avoided at all costs.” Violence was particularly heavy in a Damascus suburb, where Syrian government forces bombarded the town with aerial attacks.
